I am trying to create an orthodox ceremony to mark the birth of my
daughter. I don't want this to be a female version of a brit, but to
be a short ceremony which will be meaningful for her (when she's old
enough to understand) as a welcome into the Jewish community and a
celebration of her arrival as a little Jewish woman. I'm really
struggling to find resources online which might help me do this and am
also trying to locate appropriate potential readings - either from
tenach or Rambam, Rashi etc which might reflect either on the
responsibilities of a Jewish parent, or on the potential inherent in
our children. There also seems to be a lack of suitable secular
readings on the subject. I'd be really grateful for any help/
suggestions.

You can't create an orthodox ceremony. Only a Rabbinical Authority can
do that. Rashi on chumash is here.

There are midrashim and part of Talmud at www.sacred-texts.com

Here is a Maimonides resource but the Mishneh Torah requires Hebrew.

Mazel tov to you on the birth of your daughter! There already is an orthodox
ceremony to mark her birth. It is a baby-naming that takes place at the
synagogue, usually on the shabbos following the birth of the baby, but it
can be on a weekday as well. The father of the baby is typically honored
with an aliyah. Then, you can have a fancy kiddush afterward.

named.

Check out the New Jewish Baby Book by Anita Diamant -- some interesting
ideas and readings and such. Given that this is going to be an Orthodox
ceremony, you may not have a huge amount of leeway, but you could
consider having a home-based party (which wouldn't have any halachic
status and therefore you'd have a *lot* more room to play (including
being able to include Mom)) in addition to the formal synagogue-based
naming/oneg.
